Regents Approve Strategy for Middle-Level Reform submitted by Alta Jo Longware on 02/09/2005
The NYS Board of Regents voted yesterday, to approve the Strategy to Implement the Regents Policy Statement on Middle Level Education dated January 20, 2005.

The current Strategy requires that all applications for Model B and Model C status be approved by the State Education Department. In addition, the total number of schools that will be granted for Model C status has been limited to 75, where as in the previous proposal an unlimited number of schools would have been allowed to apply for “selective program refinements”. The Strategy indicates that the Regents will review that limit annually to see if it needs to be changed.

The Regents are aware that schools may attempt to abuse the flexibility provisions and have made it clear that any abuse will not be tolerated. SED expects that teachers will report schools, which implement changes that place them out of compliance with existing regulations and/or schools that implement changes beyond those approved by SED under the Strategy guidelines.

It is critical that every teacher get informed and understand what impact the Strategy could have on technology education programs in their district. Teachers must get involved at the local level and participate on their shared decision making teams. Applications for Model B or Model C status require a report form the district’s shared decision-making team, which provides evidence that consultation took place at the district and building levels and identifies any concerns expressed by constituents. SED will now proceed with developing the appropriate amendments to the Commissioner’s Regulations and with initiating the activities the Department has identified to support schools in the reform efforts.
