ALERT - Middle-Level Models B, C-1, and C-2 Applications
The draft application for middle-level Model B, Model C1, and Model C2 including two important NYSUT recommendations has been released by SED and is on the NYSUT web site.
First, the cover letter from SED states "Model B, C-1, and C-2 applications must not conflict with the collective bargaining agreements." Second, applications for Models B, C-1, and C-2 require a report from the district's shared decision-making team (SDM), as constituted under Section 100.11 of the Commissioner's Regulations, which provide evidence that consultation has taken place. The teachers' collective bargaining agent recommends the teacher members on the SDM team. In addition, the application requires the signature of the individual(s) representing the constituency group(s). This means that the teachers designated by the union who are being consulted at the district and building level must sign the application.
All schools housing the middle-level grades are considered to be Model A schools (maintenance of status quo, using the flexibility already in Commissioner's Regulations 100.4.) If your school is applying for regulatory relief, it is vital that the local president and the shared decision-making team members review the draft application form and make sure that no standards are eliminated and that all courses are taught by teachers certified in those content areas. It is important that you make sure the district uses the consultation model pursuant to CR 100.11, shared decision-making. SED is allowing those schools who want to implement one of the three models in September 2005 to use the drafts as guidance in the application process. Applications are due July 1.
